We-Work Week Limburg

A project inspired by PAR principles, in which municipal secretaries collaboratively create plans aimed at facilitating a smooth restart after the COVID-19 lockdown.

Situation

Due to the COVID-19 lockdown, significant changes have occurred in the municipal workplace. In this crisis situation, processes have proven to be more adaptable and flexible. However, there is concern that this adaptability and flexibility may be lost after the crisis, and it is unclear how municipalities can smoothly restart once the COVID-19 lockdown is lifted.

PAR Design

Outcome

Participants aim to facilitate a successful restart for municipalities after the COVID-19 crisis, incorporating the success factors observed during the crisis. The following themes were addressed:

  • Sustaining and expanding digitalization
  • Community engagement
  • The new way of working
  • Demonstrating leadership
  • Communication

These themes were developed into guidelines for municipalities. Municipalities interested in utilizing these guidelines can tailor them into an action plan specific to their local situation. These guidelines are provided as attachments in the accompanying “flip charts.”

Subsequently, the group developed an action plan for the implementation of these guidelines: Integration. This also involved fostering collaboration between municipalities and cooperation with the province. The results from the final focus group on this integration are outlined below.

The co-created solution consists of the following steps:

  1. Initial feedback from own municipality, initial feedback from all secretaries
  2. Discussion in various Committees
  3. Developing actions with customization
  4. Feedback session with the We-Work group

Step 1

a) Providing feedback to the A&O Fund for Municipalities + suggesting an article: How can the A&O Fund for Municipalities further this?
b) Positively/non-directively wording all sticky notes
c) Preparation for discussion with all municipal secretaries, with [anonymous], week 18
d) Exchanging experiences with the Works Council: province – municipality
e) Discussing experiences and results in the management team (local/municipal secretary)
f) Integrating We-Work Week into internal Letting Go Control groups
g) Coordination with Letting Go Control groups in Limburg

 

Step 2

a) Presenting to the college team
b) Discussion with Works Council
c) Providing feedback to other committees with communication links, utilizing Storytelling.

Step 3

Each municipality will work individually; no tasks for the We-Work Week group.

a) Planning a meeting for the We-Work Week group
